Onsite Emergency Response Plan -
Rule-13 Preparation of on site emergency plan by occupier-
(1) An occupier shall prepare and keep update an on-site emergency plan containing details specified in schedule 11 and detailing how major accident will be dealt with on-site on which industrial activity is carried on and that plan shall be include name of the person who is responsible for safety on on-site and the names of those who are authorized to take action in accordance with plan incase of emergency.
(2) Every person on the site who is affected by the plan is informed
(3) Mock drill is conducted every 6 months
(4) A detailed report of the mock drill is conducted
Schedule 11 Rule no-13(1) details to be furnished in the ONSITE emergency plan -
1) Name and address of the person furnishing the information
2) The key personnel of the organization and responsibilities assigned to them in case of emergency
3) Outside organizations if involved in assisting during on-site emergency
a. Type of accidents
b. Responsibility assigned
4) Details of liaisons arrangements between the organizations
5) Information on the preliminary hazard analysis
a. Type of accidents ,hazards, safety related components
6) Details about the site -Location of dangerous substances , seat of key personnel
7) Description of Hazardous Chemicals at plant site chemicals ( Quantities & Toxicity related data
8) Enumerate effects of explosion and fire inside the plant and effects in any outside the plant
9) Details regarding warning ,alarm and safety & security system
10) Details of communication facilities available during emergency and those required for an offsite emergency
11) Details of fire fighting and other facilities available and those required for an offside emergency
12) Details of FIRST AID and hospital services available and its adequacy
Off-site Emergency Response Plan
1. District Collector or District Emergency Authority designated by the State Government, in whose area plant exists, should prepare and keep up-to-date Off-site Emergency response Plan detailing how emergencies occurring in the vicinity of the premises due to incidents such as fire, explosion, toxic release etc. within plant will be dealt with and in preparing that plan the concerned authority should consult the occupier, the Chief inspector and such other persons as necessary.
2. The occupier of the plant should provide all the necessary information relating to industrial activities under his control, including the nature, extent and likely effects of possible major accidents as well as any additional information the concerned authority may require in this regard.
3. The authority should provide the occupier with any information from the off-site emergency plan, which relates to his duties in the event of off-site emergency. The authority should ensure that a rehearsal of the Off-Site Emergency Management Plan is conducted at least once in a calendar year.
4. The occupier should take appropriate steps to inform persons outside the site who are likely to be in area which might be affected by a major accident in the plant about -
(a) The nature of major accident hazard
(b) And the safety measures and the correct behavior that should be adopted in the event of a major accident
5. The occupier shall furnish the following minimum information to the concerned authority to facilitate preparation of the plan-
(a) Name and address of the person furnishing the information.
(b) Details of the key personnel of the emergency team and their responsibilities.
(c) Emergency Response Procedure.
(d) Neighborhood organizations including key personnel, responsibilities and liaison arrangements between them (Mutual Aid Response Group with Mutual Aid Policy).
(e) Risk assessment information giving possible nature of incidents/events giving rise to emergency conditions in the vicinity of the premises, risk analysis and impact assessment.
(f) Description of hazardous chemicals and fuels at plant site :
(i) Chemicals (Quantities and toxicological data)
(ii) Fuels (Quantities and storage type)
(iii) Material Safety Data Sheets.
(g) Internal and external communication plan during emergency.
(h) Identify the facilities :
(i) Fire fighting equipment
(ii) Details of D.G. Sets and dewatering facilities available
(iii) Rescue equipment available(iv) Medical resources available
(v) Type of vehicles/mobile crane/dumper etc.
(vi) List of contractors with resources available with them
(vii) List of private caterers to canteen
(viii) List of emergency material suppliers like tent/pumps/DG Sets/Tarpaulins etc.
(ix) Water resources available.
(i) Procedure for notification to public.
(j) Evacuation arrangements
